1. Email Tech Level 1

While the HTTP server stays down we want it to

1. Email Tech Level 2
2. Wait 15 minutes
3. Email Tech Lead
4. Wait 10 minutes, then email Tech Lead again up to 5 times
5. Finally, if nothing gets fixed, reboot the machine

then when the HTTP service goes back up

1. Email Tech Level 1
